PROBLEM TO BE SOLVED: To improve operability with a low-cost and compact device and to accurately judge quality by measuring a rice grain being accommodated in a sample dish whose bottom surface is composed by transparent resin with an optical sensor that is linked in one piece at both upper and lower sides. SOLUTION: An optical scanning unit 1B1 is composed of a light source for lighting, a photo detector, and an image formation optical system, is arranged up and down in a pair while pinching the sample dish 2 on the support stand 1B1 that is bridged to a guide rod 1B3 being located at both the ends of the sample dish 2, and links an area between both end parts in a direction at right angle to a traveling direction (the direction of the guide rod 1B3). Then, a drive motor 1B6 is driven by a signal from a control part, the pair of upper and lower scanning optical units 1B1 is operated by a toothed belt 1B4, through holes 3B located in the side direction (direction at right angle to a traveling direction) of the sample dish 2 are subjected to line scanning collectively and at the same time successive scanning in a vertical direction, the reflection state and transmission state of light from each rice grain being accommodated in the through holes 2 are detected, and the quality of each rice grain is judged.
