PROBLEM TO BE SOLVED: To provide a moving picture decoding method and a moving picture decoding device that implement a high encoding efficiency.SOLUTION: A moving picture decoding method for decoding an encoded moving picture signal for each first processing unit comprises an arithmetically decoding step of arithmetically decoding a luminance CBF flag representing whether or not a quantization coefficient is contained in a second processing unit, the first processing unit containing one or more second processing units, and a restoration step of restoring a moving picture signal by using the quantization coefficient of the second processing unit when the luminance CBF flag decoded in the arithmetically decoding step indicates that the quantization coefficient is contained in the second processing unit. In the arithmetically decoding step, a probability table is determined by using the arithmetical decoding according to whether the sizes of the first and second processing units are the same or the second processing unit is smaller than the first processing unit.SELECTED DRAWING: Figure 2
