PURPOSE: A temper-proof plug assembly is provided to discharge a proper amount of contents, without a blocking phenomenon, and prevent a fluid from being inputted from the exterior. CONSTITUTION: The assembly includes a discharging body having an inner cylinder(110), an outer cylinder(118), a bridge(112) for connecting the inner and outer cylinders, and a taper cylinder, and a valve body having a first cylindrical member, a valve seat formed with an outlet, and a second cylindrical member. A valve plate is movable between a first position on which it seats on the valve seat and a second position for opening the outlet. A first valve is extended from the valve plate towards the outer cylinder. A second valve is movable between a first position opening the outlet and a second position closing the outlet.
