PROBLEM TO BE SOLVED: To facilitate a setting of characteristics etc. such that in order to makes reverse revolution how much revolving resistance is expected (or in order not to make the reverse revolution) while securing the smooth revolution of positive direction. SOLUTION: An one way clutch OW1 is arranged to an outer circumference of an intermediate shaft (shaft member) 18. The one way clutch OW1 allows a relative revolution only to the particular direction of an outer wheel 50 and the intermediate shaft 18. The gear (outside member) 16 is arranged in the outer circumference of the outer wheel 50 of the one way clutch OW1. An O-ring 60 (elastic body as a pressurization means) is arranged between the outer wheel 50 and the gear 16 so that the pressing strength can be given to make the outer wheel 50 and the gear 16 radially separate from each other.
