<P>PROBLEM TO BE SOLVED: To provide an alumina cement composition stable for a long term and a monolithic refractory using it. <P>SOLUTION: The alumina cement composition, protected from weathering and stable for a long term, is prepared by incorporating at least one water repellent selected from the group consisting of silicones, paraffins, water-soluble polymers, and fatty acids into the composition or by treating alumina cement in an atmosphere containing the vapor of the water repellent.
