The present invention extracts uplink communication bandwidth allocation information for each user device, from uplink communication information for a plurality of user devices and notified by a host device. Association information is created that indicates the association between the host device, a lower-level device housing the user devices, a termination device connected to the lower-level device, and the user device. Allocated to the termination device are: uplink communication bandwidth allocation information for each user device; termination device uplink communication start time on the basis of the association information; and the amount of signal information for which termination device uplink communication transmission is permitted. |
