PROBLEM TO BE SOLVED: To avoid deterioration of a monitoring result while reducing capacity of data to be stored about image data obtained by photographing an operator of a terminal used for business by a monitoring camera.

SOLUTION: This monitoring system is characterized by providing means for: fetching input data input in the terminal by the operator of the terminal used for the business; judging whether or not the business concerning the input data is applicable to a monitoring reinforcement requirement business whose monitoring is required to be reinforced; photographing the operator to acquire the photographed image data and when it is judged that the business is applicable to the monitoring reinforcement requirement business, acquiring the photographed image data of an image with higher definition than that of an image to be photographed in a business except the monitoring reinforcement requirement business; and storing the photographed image data.
