PROBLEM TO BE SOLVED: To perform active/inactive monitor and control and session shut-off in a system that does not include a paging function, similarly to a system that has a paging function.

SOLUTION: The present invention relates to an active/inactive monitoring method, of a mobile terminal connected to a plurality of radio systems, to be implemented in a mobile communication system including the mobile terminal, a first connector for terminating a first radio system wherein a state of connecting a radio link with the mobile terminal is managed by an access point, and a second connector for terminating a second radio system wherein a state of connecting a radio link with the mobile terminal is not managed by an access point. the second connector acquires from the first connector a connecting state of the mobile terminal in the first radio system and changes monitor and control processing on the basis of the acquired connecting state of the mobile terminal.
