The purpose of the present invention is to provide a valve control device and a valve control method with which it is possible to reduce deviation from a dead zone arising due to valve return, without damaging the controllability of a fluid temperature. A valve control device is provided with: an acquisition unit (101) that acquires a target opening degree indicating the target position of a valve, and an actual opening degree indicating the current position of the valve; a calculation unit (102) that calculates the opening degree deviation between the target opening degree and the actual opening degree; a determination unit (103) that determines the symbol of the opening degree deviation; and an output unit (104) such that each time the target opening degree changes and the acquisition of the opening degrees, the calculation of the opening degree deviation, and the determination of the symbol are repeated, the output unit (104) outputs, to a drive unit that drives the valve, the calculated opening degree deviation as a control deviation for driving the valve, until the symbol becomes zero or the opposite symbol. |
