PROBLEM TO BE SOLVED: To find out a cation electrodeposition coating material which has uniform coatability to assure an inner plate film thickness (μm) without increasing an external plate film thickness and is good in the finish of a GA material. SOLUTION: 1. The coating film forming method comprises performing coating at an effective voltage (V) below 230 V by using the cation electrodeposition coating material in a range of 120 to 300 kΩ.cm<2> in a polarization resistance value (a) per unit film thickness and 50 to 150 mg/C in coating material deposition rate (b) per unit quantity of electricity in cation electrodeposition coating 2. The coated material formed with the coating film is obtained by the coating film forming method as stated in a paragraph 1.
