A method and a system for positioning a terminal without a GPS(Global Positioning System) are provided to reduce a communication load of an H-SLP(Home-SUPL(Secure User Plane Location) Location Platform) and shorten a time for measuring a location of a target SET(SUPL Enabled Terminal). When a target SET(110) receives an SUPL initiation message to receive a request for measuring a location, it forcibly measures every parameter defined in cell information to include them in a location ID, and transmits the location ID by using an SUPL POS(Positioning) INIT(Initiation) message. An H-SLP(140) transmits the SUPL INIT message to the target SET to request the target SET to measure the location. When the SUPL INIT message is received from the target SET, the H-SLP calculates the location of the target SET and transmits a SUPL END message. An SUPL agent(150) requests the location of the target SET by transmitting an MLP SLIR(Mobile Location Protocol Standard Location Immediate Request) message to request the location of the target SET and receives the location of the target SET by receiving an MLP SLIA(Standard Location Immediate Answer) from the H-SLP. |
