<P>PROBLEM TO BE SOLVED: To improve oxidation resistance that is the weakest point of an inexpensive nonnoble-metal-based material with regard to a reforming catalyst for reforming alcoholic fuel to hydrogen and a shift catalyst for converting CO in reformed gas to CO<SB>2</SB>. <P>SOLUTION: A spinel complex oxide CuAl<SB>2</SB>O<SB>4</SB>is reduced at an elevated temperature to obtain a stable texture where Cu particles are highly dispersed on the surface. Similarly, metal Cu and metal Co are deposited simultaneously from a complex material of CuAl<SB>2</SB>O<SB>4</SB>and CoAl<SB>2</SB>O<SB>4</SB>.
