PROBLEM TO BE SOLVED: To provide a proof forming device or proof forming method in which color tones of target printed matter can accurately and stably be reproduced through a relatively simple mechanism and which is suitable for the formation of a proof suitable to printed matter which makes it easy to confirm dots and, specially, uses a printing form such as paper of fine quality. SOLUTION: As an apparatus which forms a proof of the multicolor printed matter as a set of dots according to image data of the multicolor printed matter using printing plates for images of yellow (Y), magenta (M), and Chinese ink (K), disclosed is a device for an area multilevel image formed by using at least two or more kinds of dots such that a color printed with a dot percent of 100% of Chinese ink is formed as a color whose L*, a*, and b* are within specified ranges in a CIELAB color space (CIE 1976 L*a*b* color space) and density differences are 0.01 to 0.5.
