<P>PROBLEM TO BE SOLVED: To provide a communication system, a communication apparatus, a communication method, and a program that suppress a communication error occurring during communication after transition to a mode of low power consumption. <P>SOLUTION: A first communication apparatus transmits transition notice indicating transition to the mode of low power consumption to a second communication apparatus, repeatedly controls processing for transition to a sleep state for an interval time and then transition to an active state the interval time later after transmitting the transition report, and transmits the transition report again when not receiving transition confirmation notice after transmitting the transition notice.
