<p><P>PROBLEM TO BE SOLVED: To solve the problem that, a CSG (closed subscriber group) cell permits a subscriber to use the cell and in order to receive a service of the CSG cell, a CSG-ID should be reported to a mobile terminal, however, if no radio wave from a non-CSG cell reaches, no service can be obtained. <P>SOLUTION: A mobile communication system includes base stations arranged in a CSG cell 1302 and a non-CSG cell 1301, respectively, and accesses the CSG cell by using a CSG-ID issued when use of the CSG cell is permitted. The base station arranged in the CSG cell refers to a reported identifier of a mobile terminal 1303 and transmits a tracking area update request from a mobile terminal to a core network. The core network checks whether the mobile terminal is permitted to use the CSG cell. If yes, the core network transmits a signal permitting allocation of a radio resource to the mobile terminal and a CSG-ID.
