PROBLEM TO BE SOLVED: To provide a voice information creation device, a voice information playback device, a server device and a voice information playback system etc., capable of enhancing customer attraction and buying motivation for advertisement object goods, by playing back voice information for advertizing goods so that visitors may not get bored.

SOLUTION: The voice information creation device includes: an obtaining means for obtaining a plurality of pieces of partial voice information which is voice information for creating advertisement voice information; a selection means for selecting the partial voice information for each category of a content indicated by voice of the partial voice information at least one by one; a creation means for creating the advertisement voice information by connecting the plurality of categories of partial voice information which are selected by the selection means. The selection means selects the partial voice information which has a content different from that of the partial voice information which is selected last time, as for at least one category.
