摘要 <P>PROBLEM TO BE SOLVED: To improve profitability, economical efficiency and stability in a wind power generation system and device adapted to mount a windmill on a floating body moored up in the sky and generate electric power by use of upper high-speed wind. <P>SOLUTION: The floating body is used for multiple purposes by attaching an advertisement medium, a monitoring camera or the like to the floating body, paying attention to the feature of the floating body that the visual communication with the ground is never interrupted over a wide area, to cover the loss of expensive helium filled in the floating body, whereby the profitability and economical efficiency of wind power generation are improved. Concretely, a conventional method for enhancing the dynamic lift by the Magnus effect of the floating body by rotating a scoop paddle attached to the floating body has a fatal defect that the floating body cannot be used as the advertisement medium. To solve this defect, a stable structure for enhancing the dynamic lift without rotating the floating body is obtained by rotating the scoop paddle separately from the floating body or attaching vanes to the floating body to facilitate the multipurpose use of the floating body by attachment of the advertisement, the monitoring camera or the like. <P>COPYRIGHT: (C)2008,JPO&INPIT
