<p><P>PROBLEM TO BE SOLVED: To provide a display capable of mitigating motion blur with high efficiency of power. <P>SOLUTION: The device includes: a first logic that analyzes a plurality of image frames of a video stream displayed and generates a first signal indicating a motion of the plurality of image frames; and a second logic that generates a second signal to switch a refresh rate of the display from a first refresh rate to a second refresh rate based on the power state relating to the display and on the first signal.
