PROBLEM TO BE SOLVED: To provide a packaging material with fine and sparse resin coating, the coating which changes a texture of the surface of a resin label or the like by spraying a resin on a surface of a packaging material such as a printed resin sheet, in-mold label and the like. SOLUTION: The packaging material has decorative coating which is made by spraying a transparent or approximately transparent resin on the surface of printed paper 1 so that exposed surface parts each having an irregular surface area is irregularly distributed on the surface of the paper so as to make the printed surface visible and change the texture of the surface. The manufacturing method of the packaging material comprises steps of: continuously feeding webbed printed paper by a continuously feeding means; of discharging the resin on the paper by a discharge gun having a plurality of nozzles arranged in a widthwise direction of the paper while adjusting an amount and a position of the dropping resin; and solidifying the discharged resin on the surface of the paper.
