<P>PROBLEM TO BE SOLVED: To provide an organic EL device with a hole injection layer having a flat and not contaminated surface. Ž<P>SOLUTION: The organic EL device includes: a substrate; an electrode disposed on the substrate; a TFT device connected with the electrode disposed on the substrate; the hole injection layer of a transition metal oxide disposed on the electrode disposed on the substrate; an organic light-emitting layer disposed on the hole injection layer; an electrode disposed on the organic light-emitting layer and opposed to the electrode disposed on the substrate; a 5 to 70 mm thick inorganic film disposed on the substrate to partially cover the hole injection layer; and a bank disposed on the inorganic film and containing a fluorine-containing resin. The wettability of the upper surface of the bank is lower than that of its wall. The wettability of the wall of the bank is lower than that of the inorganic film.
