PROBLEM TO BE SOLVED: To provide a valve opening and closing device capable of opening and closing a valve element smoothly. SOLUTION: This valve opening and closing device is provided with a joint pipe, the valve element provided in the joint pipe, an operation rod rising from the valve element, a rotary handle provided in an upper end part of the operation rod, and a riser provided by erecting from the joint pipe to armor the operation rod, has a joint member having a screw fixing structure on an upper side of the operation rod, and is provided with a clamp-like member positioned in an upper part of the valve element. In this valve opening and closing device, the valve element is separated from a bearing part of the operation rod in an end part of the operation rod stored inside the clamp-like member. A female screw part of the joint member and a male screw part of the operation rod are screw-fixed and connected mutually.
