PROBLEM TO BE SOLVED: To inexpensively enhance strength of a composite pipe by covering the outer periphery of a synthetic resin pipe with a concrete covering layer arranged with reinforcing bars. SOLUTION: Inner ring reinforcements 4, main reinforcements 5 and spiral reinforcements 6 are arranged on the outer periphery of a vinyl chloride pipe 1 as reinforcing bars. The inner ring reinforcements 4 play a role of a spacer for holding an interval with the main reinforcements, and are continuously arranged in the circumferential direction of the vinyl chloride pipe 1 and at prescribed intervals in the shaft direction, the main reinforcements 5 are continuously arranged in the shaft direction on the outer periphery of the vinyl chloride pipe 1 and at prescribed intervals in the circumferential direction, and the spiral reinforcements 6 are arranged according to bar arrangement quantity of the inner ring reinforcements 4 and the main reinforcements 5. A reinforcement basket 8 for mutually fixing the inner ring reinforcements 4, the main reinforcements 5 and the spiral reinforcements 6 and the vinyl chloride pipe 1 are fixed in a form, concrete 7 is placed, the form is removed after curing, and a composite pipe 3 is taken out. The vinyl chloride pipe 1 covered with a concrete covering layer for arranging reinforcing bars in a basket shape is large in rigidity, and prevents the occurrence of deflection and deformation, and can be inexpensively manufactured.
