PROBLEM TO BE SOLVED: To provide a refilling packaging bag which is adaptable not only to the liquid but also powder and a granular material, excellent in pouring functionality, improved in openability in unsealing a spout and pouring property, and low in manufacturing cost. SOLUTION: In the packaging bag formed of a synthetic resin film having a bottom seal portion 11 and two side seal portions 12, 12, a top seal portion is formed orthogonal to the bottom seal portion by expanding two front and rear synthetic resin films so that two side seal portions are brought into contact with each other. The top seal portion 13 is formed so that one corner angle 14 is projected upward, and the corner angle 14 is diagonally cut to form a spout 15.
