SOLUTION: A server 100 detects the position of the communication robot 12 from the coordinate data input from an infrared camera system 112, and the noise level is measured by a noise meter 114 within a fixed range around the position. The robot 12 grasps the congestion of the environment from the noise level to obtain the moving direction and moving distance of the robot 12, and the robot 12 moves.
