PROBLEM TO BE SOLVED: To provide a soap-based skin-cleansing composition that holds sufficient viscosity, has satisfactory foam quality and foam volume, and excellent moist feeling after towel dry.SOLUTION: A soap-based skin-cleansing composition comprises: 0.2 to 0.8 mass% of cationized glucomannan having cationization degree at 0.2 to 0.5 meq/g, with respect to the total amount of soap-based skin-cleansing composition; 15 mass% or more of a mixture of fatty acid and fatty acid potassium salt, with respect to the total amount of soap-based skin-cleansing composition, in which a mass ratio between fatty acid and fatty acid potassium salt is 10:90 to 0:100; and water. In the soap-based skin-cleansing composition, it is preferable that fatty acid composition is 15 to 45 mass% of lauric acid, 10 to 40 mass% of myristic acid, 0 to 35 mass% of palmitic acid, and 0 to 20 mass% of stearic acid.
