PROBLEM TO BE SOLVED: To provide an occupant restraining device capable of easily adjusting a timing for a seat back to start forward inclining to a desired value.SOLUTION: An occupant restraining device includes: a seat including a seat section and a seat back; and a seat belt for restraining an occupant sitting on the seat. The seat includes a load limiting device for controlling forward inclination of the seat back. The load limiting device holds the seat back to prevent forward inclination of the seat back until a load acting on the load limiting device exceeds a load limit value of the load limiting device when the seat back is pulled by the seat belt by the movement of the occupant during a vehicle collision and allows the forward inclination of the seat back when the load acting on the load limiting device exceeds the load limit value of the load limiting device.SELECTED DRAWING: Figure 3
