PURPOSE: A system for constructing human resource information through education and estimation of a web page operator using a network is provided to connect each independent domain to a main domain through the internet. for decreasing the cost by providing an optimum manpower to various groups which each needs a home page operator. CONSTITUTION: A plurality of independent domains are obtained in an internet, and a network is constructed between the obtained independent domains(S1). A web page is fabricated for integrally managing the independent domains of the network(S2). A basic web is constructed for operating the independent domains(S3). An operator is employed for operating the independent domains(S4). The main office and independent domain operator performs a web related work and educates the operators for a basic ability for managing the web pages(5).
