PROBLEM TO BE SOLVED: To prevent inappropriate display and an inappropriate guide voice from being output caused by a mixed state of updated data and data not updated, when an updating time difference exists between the data used in navigation. SOLUTION: A method of referring to the other data is limited when the data for the navigation is partially updated. In concretely saying, an identifier is used always when referring to the data having the possibility of not being updated simultaneously, and a new identifier is allocated certainly when the referring data is updated. A voice data used in a route guide is referred using the identifier, the guide is conducted using the voice data in the case where no specified voice data exists, when the voice data of the identifier referred when outputting the voice data in the navigation does not exist, and the inappropriate a voice message is prevented from being output to a user.
