PROBLEM TO BE SOLVED: To provide an occupant crash protection device capable of changing the load absorbing state of a load absorbing means corresponding whether or not a seat belt is fitted to a driver at low cost. SOLUTION: The occupant crash protection device comprises a first load absorbing unit 21 and a second load absorbing unit 22 for absorbing the load as a steering column 1 is displaced when the load is applied to a steering wheel 13 forward of a vehicle. The second load absorbing unit 22 is capable of changing a load non-absorbing state and a load absorbing state, and provided with a changing shaft 5 capable of increasing the load to be absorbed in comparison with the load to be normally absorbed when no input is made from a lower limb of a driver by changing the second load absorbing unit 22 from the load non-absorbing state to the load absorbing state during the input is made in a knee pad 31 from the lower limb of the driver.
