PROBLEM TO BE SOLVED: To provide a method of forming a luminous coating film capable of dispersing the phosphorescence of a luminous pigment and applying it in wide area and a multilayer coating film having the luminous coating film. SOLUTION: The method of forming the coating film having luminous property on a base material includes a luminous layer forming step for forming a luminous layer by applying a luminous coating material containing the luminous pigment having luminous function and a binder comprising a resin material on the base material and a particle layer forming step for forming a particle layer containing fine particles having light transmissivity and the binder comprising the resin material on the formed luminous layer.
