PROBLEM TO BE SOLVED: To improve throughputs of its own cell and peripheral cells.

SOLUTION: A CIR measurement part 307 measures CIRs for all subcarriers. A block selection part 308 decides a threshold in each CIR measurement result on the basis of threshold information corresponding to the traffic amounts of its cell and peripheral cells. A CIR averaging part 309 averages the CIRs of usable blocks. A CQI generation part 310 generates a CQI based on the average value of the CIRs. The generated CQI and a selected block number are reported to a base station apparatus.
