The present invention comprises: a data general management unit which stores a target irradiation dose distribution to be irradiated on a subject being irradiated; a broad irradiation parameter calculation unit which calculates operating parameters of each device including an accelerator and an irradiation nozzle for broad irradiation; and a scanning irradiation parameter calculation unit which calculates operating parameters of each device including the accelerator and the irradiation nozzle for scanning irradiation. The broad irradiation parameter calculation unit and the scanning irradiation parameter calculation unit cooperate to calculate and obtain the operating parameters of each device including the accelerator and the irradiation nozzle for broad irradiation and the operating parameters of each device including the accelerator and the irradiation nozzle for scanning irradiation so as to form the target irradiation dose distribution by a total of the irradiation dose of both the broad irradiation and the scanning irradiation.
