PROBLEM TO BE SOLVED: To accurately calculate a traffic flow parameter in simple system configurations. SOLUTION: This traffic flow parameter calculation system is configured to acquire vehicle location data from an on-vehicle device loaded on at least two vehicles traveling on a target road entering an intersection, and to calculate the number S of passing vehicles interposed between passage time t11 and t21 of the vehicle sensors of two vehicles, and to calculate an inter-stop vehicle distance Lh, a saturated traffic flow rate Qs, a saturated start time interval Ts and an inter-line start time interval Tq at the intersection based on locations Lt1 and Lt2 included in the vehicle location data and the number S of the passing vehicle.
