PROBLEM TO BE SOLVED: To provide a heat insulating structure minimizing the thickness of a heat insulating layer to enlarge the internal space volume of a building. SOLUTION: In this heat insulating structure of a concrete structure, a paint type heat insulating layer is formed on a concrete slab, and a surface material is provided on the heat insulating layer.
