PROBLEM TO BE SOLVED: To provide a cleaning device having a magnet roller and a toner scatter prevention member, in which the positional relations between the magnet roller, the toner scatter prevention member, and a cleaner container are optimum and, thereby, toner falling, or so-called large flake toner falling, is prevented, and to provide an image forming apparatus that has such a cleaner. SOLUTION: The leading end of the toner scatter prevention member is disposed in the position where the leading end does not enter a toner pool defined between an image carrier and the magnet roller and in the position where toner freed from the magnet roller and fell on a scoop sheet is attracted back with the magnetic force of the magnet roller.
