PROBLEM TO BE SOLVED: To provide a liquid developer having superior preservability, long term stability and low temperature fixability, and to provide an image forming apparatus that uses the liquid developer. SOLUTION: The liquid developer has: toner particles mainly constituted of a resin material, and a non-volatile insulating liquid. The resin material contains an ethylene based copolymer, and the insulating liquid contains fatty acid triglyceride.
