PROBLEM TO BE SOLVED: To provide a method and a device of forming flame balls capable of stably forming the flame balls while improving the safety in forming the flame balls. SOLUTION: This flame ball forming device 1 has a burner 2 for forming the flame balls F, a gas accumulator 3 for temporarily accumulating a fuel gas G, a jet operating valve 4, for jetting the fuel gas G accumulated in the gas accumulator 3 from the burner 2, and an accumulation operating valve 5 for supplying the fuel gas G from a fuel supply line 8 to the gas accumulator 3 and cutting off the supply. In forming the flame ball F, the fuel gas G flowing in the fuel supply line 8 is temporarily accumulated in the gas accumulator 3 by opening the accumulation operating valve 5 in such a state that the jet operating valve 4 is closed, as an accumulation step. Then the fuel gas G accumulated in the gas accumulator 3 is jetted from the burner 2 to be burnt to form the flame balls F by opening the jet operating valve 4 in such a state that the accumulation operating valve 5 is closed, as a flame forming step.
