PURPOSE: A resource allocation method and an apparatus thereof for reducing the amount of data of resource allocation information in a frequency overlay system are provided to reduce the whole message overhead by transmitting resource allocation information. CONSTITUTION: An address type selecting unit(110) selects an address type according to FA(Frequency Assignment) of the user terminal. A resource assigning unit(120) generates resource allocation information as allocation address value according to the selected address type. A map generating unit(130) generates a map message having resource allocation information. The map generation part transmits through the main part assigned frequency of the user terminal.
