The present invention relates to a device and a method to display cartoon data. The cartoon data display device includes: a storage part storing a first layer as a main panel of cartoon data, displayed in a first display area of a user terminal, and second to N^th layers as sub panels including at least one story added to the main panel; a sensing part sensing data inputted to the user terminal or an environment around the user terminal; and a control part starting to display one from the second to N^th layers in the first display area of the user terminal in response to a sensing result of the sensing part. Therefore, the present invention is capable of arousing the interest of a user in the cartoon data.
