PROBLEM TO BE SOLVED: To provide a device for manufacturing a carbon nano-capsule encapsulating DNA by which DNA can be encapsuled in the carbon nano-capsule. SOLUTION: A gas exhaust port 1a is provided to one end side of a quartz glass tube 1. A gas introducing port 1b is provided to the other end side. The outer periphery at the middle part of the quartz glass tube 1 is surrounded by a helical high-frequency antenna 2. A ground electrode 5 is arranged in the tube rather on the gas exhaust port 1a side than the high-frequency antenna 2 of the quartz glass tube 1. A DNA substrate electrode 6 for introducing DNA in plasma is arranged in the tube rather on the gas introducing port 1b side than the high-frequency antenna 2 of the quartz glass tube 1. A carbon nano-capsule substrate electrode 7 is arranged in the tube rather on the gas introducing port 1b side than the DNA substrate electrode 6 of the quartz glass tube 1.
