PURPOSE: A carousel management system and method thereof are provided to supply a monitoring environment to an operator about various conditions of an airport. CONSTITUTION: A regulation storage unit(230) stores one or more assignment regulations. A carousel assignment unit(221) generates carousel assignment information. A carousel change unit(225) generates carousel change information. A freight management unit(240) allots freight by flight to each carousel.
