PROBLEM TO BE SOLVED: To achieve a sufficiently effective packing effect after use by laminating a pack agent containing skin function accelerating components as a skin adhesive layer on the surface on one side of an air-permeable flat bag body storing a heating composition mainly made of iron powder. SOLUTION: An air-permeable bag body 2 made of a spun bonded nonwoven fabric having continuous fine holes is prepared, and a pack agent 3 containing skin function accelerating components including a plant extracted component, a seaweed extracted component and a medical effect component of various herb medicines is stuck to the surface of one side of the bag body 2 with an acrylic pressure-sensitive adhesive 5 on the sheet base material 4 side of the extended sheet-like pack agent 3. A heating composition 1 mainly made of iron powder forming a heating element, e.g. the heating composition 1 made of iron powder serving as a heating material, moisture, and wood flour or starch serving as a water holding material for gradually discharging the moisture required for reaction and sustaining the oxidation reaction of iron powder, is filled in the bag body 2, and the opening section of the bag body 2 is sealed by thermal sealing to manufacture a dressing pack agent with a heating element.
