PROBLEM TO BE SOLVED: To almost prevent the generation of a paper powder and bonding inferiority by forming the teeth of upper and lower stage rolls in the direction oblique with respect to the axes of them to mesh them mutually to produce core paper having corrugations inclined in a specific degree formed thereto. SOLUTION: Upper and lower stage rolls 11, 12, a pressure roll 20, a sizing roll 30, a take-up conveyor 40 and a bridge 50 are provided. Teeth are formed on the peripheral surfaces of the upper and lower stage rolls 11, 12 at a constant interval so as to be inclined by 5.2 deg. with respect to the axes of the rolls and the inclined teeth are formed to the peripheral surface of the lower stage roll 12 in the direction opposite to that of the teeth of the upper stage roll 11 at the same interval and cardboard A for a core is passed through the gaps between the meshed teeth of both rolls to obtain core paper B having corrugations A formed thereto so as to be inclined by 9/100 with respect to the lateral direction thereof. Therefore, the angle of inclination to the axes of the upper and lower stage rolls corresponding thereto is determined within the range of about 1.2-12 deg. corresponding to the inclination range of 2/100-20/100 of corrugations in the lateral direction of the core paper.
