<p>A load control method in the random access procedure is provided. In the method, the load control information is preset. Several steps are included as follows: A. The network side detects the system load, determines the corresponding load control value to the detected system load, and transmits it to the terminal device. B. The terminal device determines persistence test probability related to its own access level, according to the load control information and the received load control value, then performs the persistence test using the determined probability, and transmits the access probe when the persistence test is passed.</p> |
