PROBLEM TO BE SOLVED: To provide a minus ionized water well exerting washing action and a manufacturing device for the ionized water. SOLUTION: There are provided ionized washing water formed by making water minus-ionized by electrolysis and having potential of -1 to -1000 mv and an ionized washing water feeder wherein when both electrodes of a cathode and an anode are arranged in a flow passage of water, on the water passing side, holed insulating plates 11 and a cathode 9 are arranged to make easy the generation of reducing water and also on the anode 10, an hole-less insulating plate 12 is arranged to restrain the generation of oxidized water.
