PROBLEM TO BE SOLVED: To utilize wireless resources effectively while reducing a downlink overhead in a MIMO mobile communication system for precoding. SOLUTION: The base station equipment is used in a MIMO mobile communication system for precoding. The base station equipment includes a means for receiving a precoding matrix indicator (PMI) indicative of a specific precoding vector from a user device, a means for determining the value of a flag indicator indicating whether the precoding vector specified by the PMI is used in downlink communication or not, a means for generating a downlink control signal depending on the value of the flag indicator, and a means for transmitting a signal including the downlink control signal via the downlink.
