PROBLEM TO BE SOLVED: To allow a torque control operation in a zero speed area while preventing reverse rotation. SOLUTION: This controller for a dynamometer is provided with a torque control amplifier 29 for controlling a torque of an electric motor, and a current control amplifier 31 for controlling a current of the electric motor, using a torque control signal therefrom as a current command value, and a limiter value control circuit 32A increases a rotational speed of the electric motor up to a usual limit value in a zero speed area, out of output limitations of the torque control amplifier. Switching circuits 33, 35, 36, 38 switch the torque control amplifier coming within the zero speed area bumplessly to a zero speed control amplifier 39 having a zero speed command value. The limiter value control circuit includes also the control of bringing an output torque limiting characteristic of limiting the usual limit value to an absorption torque set value, in the zero speed area.
