PROBLEM TO BE SOLVED: To provide a transition control device and method which control transition to a band used by a radio terminal and disperse a load of a base station having a plurality of bands.SOLUTION: A transition control device 10 acquires each band use ratio of a plurality of bands; calculates a transition probability so that difference between each acquired band use ratio and a target use ratio of each band is smaller than a threshold; and distributes the calculated transition probability to a radio terminal. After distributing the transition probability, the transition control device 10 acquires a band use ratio; estimates a dead terminal ratio on the basis of an error between the acquired band use ratio and a band use ratio predicted on the basis of the distributed transition probability; and calculates a transition probability on the basis of the estimated dead terminal ratio. The transition control device 10 performs control of repeating distribution of a transition probability and calculation of a transition probability after a prescribed period has passed after the distribution. |
