A device for forming laminar elements (F') of predetermined length via the cutting to length of a laminar material (F) comprises:
- a first rotary element (3), to receive wound thereon the laminar material (F) and carrying at least one orbiting cutting edge (5) that is able to act on the laminar material; and
- a second rotary element (4) having a skirt surface that defines with respect to the first rotary element (3) a gap of passage for the laminar material (F); the aforesaid skirt surface to interact with the cutting edge (5) with the interposition of the laminar material (F) to carry out cutting to length of the laminar material (F) itself and thus forming the aforesaid laminar elements (F').
The first rotary element (3) and the second rotary element (4) can be controlled in rotation in opposite directions independently of one another.
