PROBLEM TO BE SOLVED: To provide a hydrophilic film-forming composition which is excellent in hydrophilicity (high surface energy, fog resistance and stain resistance), and gives surface hydrophilic layers having good durability and excellent in transparency and storage stability, and to provide a surface hydrophilic member having a hydrophilic film formed from the hydrophilic film-forming composition. SOLUTION: This hydrophilic film-forming composition comprises (A) a hydrophilic polymer having silane coupling groups at the ends, (B) an alkoxide compound containing an element selected from among Si, Ti, Zr, and Al, and (C) a compound containing at least one acidic group or a salt thereof and at least one functional group which reacts with a hydrolysate of a silane coupling group or a hydrolysis condensate of a metal alkoxide, in the molecule.
